The Projects Development Institute (PRODA), under the Federal Ministry of Science, Technology and Innovation, wishes to formally inform all stakeholders and the general public about the commencement of the implementation of the 2025 Capital Budget as well as the extended 2024 Capital Budget. Implementation of 2024 and 2025 Capital Budget.
In line with the revised Cash Management Policy of the Federal Government, the execution of capital projects will strictly follow a warrant-driven arrangement. This policy adjustment has been introduced to ensure prudence, accountability, and to safeguard the nation from incurring heavy debt burdens during the project implementation process.
Accordingly, all contractors engaged under the 2024 and 2025 Capital Budgets are hereby reminded of the following directives:

Issuance of Authority to Incur Expenditure (A.I.E.) and Warrants are mandatory prerequisites before the commencement of any project.

Mobilization to project sites is not permitted without securing the necessary warrants and written approval from PRODA.

PRODA shall not be held liable for any payments relating to projects executed without valid warrants or A.I.E. backing.
This compliance framework is in accordance with the guidelines issued by the Office of the Accountant General of the Federation. All contractors are therefore advised to strictly adhere to these requirements as PRODA enforces warrant-based capital project implementation.
